नमस्कार! सबको मेरा अभिनंदन I
I have not missed a single episode of the ‘Mann Ki Baat’ Programme.
देश के इतिहास में 2014 एक turning point है। I will call it a development that has shaped the destiny of India, taken us on a path of progress and we are on the rise as never before and the rise is unstoppable.
2014 में, 30 साल के अंतराल के बाद भारत को राजनीतिक स्थायित्व सदन में मिला हैI I was a part of government of more than dozen parties from 1989 to 1991. उस coalition Government में, मैं पार्लियामेंट्री अफेयर का मंत्री थ। मैं जानता हूँ coalition के compulsion बहुत भयानक होते हैI coalition is a break on our development vehicle.
2014 में यह बदलाव आया और 2014 में एक दूसरा बदलाव आया जिसकी वजह से हम और आप यहां पर हैंI विजयदशमी के पावन अवसर पर 3 Oct 2014 को सुबह 11 बजे प्रधानमंत्री नरेंद्र मोदी ने मन की बात - एक नायाब शुरुआत की।
मैं उनके मन की बात हर आदमी के दिल तक की बात मानता हूंI उनकी बात हर आदमी के दिल तक जाती हैI इस मन की बात ने रेडियो को तो जीवंत कर ही दिया वरना इतना डेवलपमेंट हो रहा था टेक्नोलॉजिकल कि रेडियो काफी बैकग्राउंड में जा रहा था, पर अब फोरफ्रंट में आ गयाI भारत के लोगों की विकास यात्रा में मन की बात का कितना योगदान है, इसके बारे में मुझे कहने की आवश्यकता नहीं है मंत्री जी ने बहुत कह दियाI
This great journey, a historical milestone, unprecedented का शतक पूरा हो रहा है 30 अप्रैल 2023 कोI पर यह एक शतक है देश के प्रधानमंत्री, महानतम नेता, the most popular leader on the planet, जिन्होंने महात्मा गांधी की बात को दुनिया के सामने रखा, दुनिया ने स्वीकार किया और उन्होंने कहा war is not a solution to any problem, dialogue and discussion are the only way out. He also said we are not living in an era of expansionism, बहुत बड़ा स्टेटमेंट हैI
Mann ki baat as a matter of fact is a reflection of our sense of our civilisational ethos.
भारत ने जब बहुत कठिन समय देखा कोविड-19 का, मैं पश्चिम बंगाल का राज्यपाल था। मैं देखकर दंग रह गया कि मन की बात का करिश्मा, हमारा अंदाजा लगाइए किसी ने सोचा था क्या प्रधानमंत्री की एक आवाज पर जनता का कर्फ्यू हुआ, लोगो के समझ में नहीं आया इसका आशय क्या हैI But the Hon’ble PM with his visionary speed could see the danger ahead. जनता ने पूरा सहयोग दिया ये बहुत बड़ी क्रांति हैI
Mann Ki Baat has reached every nook and corner. राजस्थान का वह सीन मुझे याद है जहां ऊंट के ऊपर रेडियो लटक रहा है और आदमी जा रहा है, पेड़ के नीचे खेती करता हुआ परिवार बैठा है और रेडियो सुन रहा हैI मैं कहना चाहूंगा कि हमारे देश के अंदर दो प्रवृत्ति बड़ी स्ट्रांग है जिन पर अंकुश लगना चाहिएI एक तो हम हर मुकदमे का अंत सुप्रीम कोर्ट में ही चाहते हैं और दूसरा कि कहीं भी दुनिया में किसी भी समय राजनीति वापस नहीं जाती हैI पर यह मन की बात में कहीं नहीं आई, I can say with confidence कि मन की बात पूरी तरह से इससे दूर रही है, इससे वंचित रही हैI
ये जो कार्यक्रम हो रहा है इसके चार हिस्से हैI पहला, नारी शक्ति। नारी शक्ति का बहुत उत्थान हो रहा है जहां उनका पहले पदार्पण नहीं था, अब वहां भी हैI Our President is a tribal women, a lady of enormous talent. मुझे सौभाग्य मिला है उनके साथ राज्यपाल रहने काI ये बदलते हुए भारत की तस्वीर हैI बेटी बचाओ, बेटी पढ़ाओ का नतीजा सामने आने लग गया हैI If I say in one sentence, it is the greatest challenge that has been evolved for the male fraternity recently. We will have to give them their space वरना ये मोदी राज है, इसमें सब कुछ मुमकिन हैI
दूसरा विरासत का उत्थानI कहां खो गए थे हम, कहां भटक गए थे हम, अपने देश को नहीं जानतेI प्रधानमंत्री ने जब कहा Look east, कितना बड़ा खजाना है कल्चर का, संस्कृति का, नेचर का... और नाम तक नहीं जानते, आठ प्रान्त कौन से है, वह शुरुआत हो गई है। यह बहुत बड़ा बदलाव हैI हम कितने culturally rich है, हमारे festival क्या है, हमारी धरोहर क्या है, हमारे हर जिले का क्या योगदान है मन की बात ने हमारे सामने तस्वीर रख दी और एक भावना जागरूक हो गई and we have to progress on that path.
जन समाज से आत्मनिर्भरता, मैं अनुराग जी का शब्द लेता हूं ‘मित्रों’,1989 में I became the Member of Parliament, जिससे मेरे हाथ में एक बहुत बड़ी ताकत आई कि मैं एक साल में 50 गैस कनेक्शन किसी को दे दूं... That was a big power in the hands of a Member of Parliament. अब देखिए The architect of Mann Ki Baat, 150 million तो free दे दिए, जिनको आवश्यकता थी उन सभी को उपलब्ध हैं।
मुझे कई बार तरस आता है, मनन और चिंतन करना पड़ता है कि हमारे ही कई लोग देश में या बाहर जाकर Why Do they exhibit ostrich kind of stance? Why don't they see writing on the wall?
I am chairman of the House of Elder’s (Upper House) which is mostly in disorder, पर बोलने की स्वतंत्रता पूरी है, इसीलिए मुझे व्यक्तिगत पीड़ा भी होती है और थोड़ा सा महसूस होता है कि हमारा इंटेलिजेंसिया क्या कर रहा है? लंबा लेख लिखा जाता है enforced silence पर... अरे भारत जैसे देश में enforced silence कैसे हो सकती है? इतनी बड़ी स्वतंत्रता और आजादी आपको दुनिया के किसी कौने में नहीं मिलेगी।
वकील बना था तो 6000 के लोन की आवश्यकता पड़ गई थी, लाइब्रेरी बनवाने के लिए... अब तक उस मैनेजर का चेहरा मेरी आंखों के सामने है जिसने मुझे बिना security के लोन दिया। मुझे सौभाग्य प्राप्त हुआ कि बिना किसी lineage के 11 साल की वकालत में senior advocate बना, I am looking for a parallel; none is available at the moment. आज के दिन देखिए, you just need to have an idea, a concept, finance will not be a limit, मुद्रा लोन के बारे में बताएं क्या करिश्मा उसने किया है, the fiscal dimension of it is baffling.
When I went to my first foreign trip to ASEAN, the world leaders were stunned, surprised and could not believe that in a country of India’s size, 220 crore COVID vaccine doses certificates are available on the mobile of a person. कागज की आवश्यकता ही नहीं है, even the most developed nation could not do it.. यह मन की बात से उजागर हुआ है।
Food संकट, I know, Madam Bedi knows, we were together holding positions during that critical times, 800 million people in this country their feeding started from 1st April, 2020. आम आदमी को अपने अधिकारों का पता लग गया। मैं मन की बात @100 को भारत @100 से जोड़ता हूं, 2047 में we will be भारत@100. The strong foundation of भारत@100 when India attains centenary of its independence in 2047, मन की बात का इसमें बहुत बड़ा योगदान है, मन की बात नींव का पत्थर है।
मन की बात ने एक और काम किया लेकिन उसकी चर्चा कुछ कम हुई है, मन की बात ने Negativity के ऊपर कुठाराघात किया, मन की बात में positivity को पराकाष्ठा पर लिया।
मन की बात has a great accomplishment, there was a time when our world image had not strived. लग रहा था हालात कैसे सुधरेंगे? अब लग रहा है कि यह तो मुद्दा ही नहीं है, अब है कि हम टॉप पर कब जाएंगे?
Ladies and Gentlemen, 2022 was a milestone development, India became the 5th largest economy, but the icing on the cake, we overcame our erstwhile colonial rulers who ruled us for 200 years. It is on the corner, by the turn of the decade, India will be the 3rd largest economy on the planet.
इसको मैं मन की बात से जोड़ता हूं, एक अध्ययन होना चाहिए कि मन की बात ने कितना employment generate किया है? कितना skill upgradation किया है? मन की बात ने साधारण skilled worker के लिए market ढूंढा है। Man ki baat has branded local artisans, their talent and skills, if I put it in a shorter space, Man ki baat is a beacon of positivity at the time when we were in a tunnel and never knew where the light would be.
In a country where we are infested with politics all around, MKB is apolitical. Even the worst distractors are unable to lay foundations of it being politically inspired.
Imagine the sublimity of the Prime Minister, the journey of Mann ki Baat has continued uninterrupted except for 2 months, out of his own volition like a statesman he stopped it for two months during general elections of 2019. It is a bouquet of diversity.
We are still in our country guided by narrow interests of caste creed and religion, we are unable to harness the talent we have by virtue of unity in diversity, Mann ki baat has demonstrated it by being a harbinger of the Mass Movement.
मुझसे लोगों ने पूछा कि यह जनता का कर्फ्यू कानूनी है क्या? मैंने कहा मेरे हिसाब से तो नहीं है क्योंकि कर्फ्यू तो परेशानी का कारण होता है लेकिन यह जनता का कर्फ्यू तो परेशानी का कारण नहीं हुआ, ना पुलिस पर दबाव पड़ा, ना लोगों को बताना पड़ा और इसका नतीजा भी बड़ा सार्थक आया है। दूसरा Mass Movement देखिए, to encourage our Covid Warriors, Prime Minister lighted candles, थाली बजवाई जो हमारी संस्कृति में खुशी के मौके पर होता है, to encourage the commitment of our Covid Warriors and to salute them.
Why is this unique? It functions as per the aspirations of our people, it has motivated them and inspired them to look upward और यह बदलता नजारा मैं देख रहा हूं।तब economic schemes की तरफ मेरी नजर पड़ती है. We are home of more than 80,000 startups which are an envy of the world. The greatest strength of the nation are the Geopolitical where the strategic situation is more important, keeping up the morale of its people. The morale of our people is highest ever and we have learned to always keep Nation first, इसकी शुरुआत तो पहले ही हो चुकी थी विवेकानंद जी ने कहा था, he focussed on it but Modi ji has translated it into action, मन की बात के माध्यम से स्वच्छता अभियान को कहां से कहां बढ़ा दिया, लेकिन हमारी मीडिया और इंटेलिजेंसिया उन लोगों पर अंकुश क्यों नहीं लगाते जो छोटे मन से राष्ट्रीय हित ignore कर देते हैं, ऐसे लोगों ने COVID के दौरान में कहा कि भारत vaccine बना ही नहीं पाएगा, बनाएगा तो effective नहीं होगी इसीलिए हमें तो बाहर से लेना चाहिए, जहां भी मैं गया लोगों ने कहा कि your vaccines are very effective.
Ladies and Gentlemen, time has come when we must learn to be proud Indians and take pride in our historic achievements. There is something like sublimity, Amir ji, आपने अपनी movies में रखा है शुरू में लोगों ने कहा होगा कि movie तो फ्लॉप होगी, but it turned out to be astounding success, sometimes it is even to your surprise. सही मन से Exploitation of talent से by and large नतीजा सही होता है।
प्रधानमंत्री जी की जो मन की बात है वह अपने दिल तक है उनके मन से, यह जुड़ाव मन की बात का हमारे दिल से हो चुका है मन की बात सबके मन को छूने वाली है जो असरदार और कारगर भी हुई है।
I want economic Pandits to examine “न हींग लगे न फिटकरी रंग चोखा होए”। मन की बात ने क्रांति कर दी और सकारात्मक बदलाव ला दिया, लोगों के जीवन को बदल दिया और वह मुमकिन कर दिया जिसकी कभी कल्पना नहीं करी थी, इसमें खर्चा कितना आया ? Economic prudence of this scheme should be studied by minds of those who are equipped with economic inclinations.
I am happy to be part of this occasion in our history, where India is taking an epoch twist for the better, where attainment is due in 2047. I recommend to everyone that past episodes of Mann ki baat will motivate and inspire you and expose the cultural history to us.
रांची कितनी बार गया, बिरसा मुंडा एयरपोर्ट लेकिन उसके आगे कुछ नहीं, आज भगवान बिरसा मुंडा की जयंती को जनजाति दिवस मनाया जा रहा है, नेताजी सुभाष चंद्र बोस जिन्होंने पहली बार 1945 में पोर्ट ब्लेयर में तिरंगा लहराया था, आज islands के नाम बदल दिए गए और वह इंडिया गेट पर विराजमान है और उनकी जन्म जयंती पराक्रम दिवस है। हम डॉक्टर अंबेडकर को भूल गए थे लेकिन उनके हर स्थान पर जहां उन्होंने कुछ भी काम किया है उसे आज गौरव दिया गया है।
Padma awards earlier were given in two categories, very deserving and those who could get Patronage. मोदी जी ने Patronage खत्म कर दिया। The Prime Minister has decimated some industries, Industry of Middlemen, I still know the anguish of Mr. Rajiv Gandhi, a good friend of mine, he said “15 पैसे ही पहुंचता है”, आज 15 पैसे का भी Leakage नहीं है। Now the Income Tax Assessment is faceless, and there is Direct Benefit Transfer (DBT), a figure was given that this DBT is of mind-boggling dimension.
Ladies and Gentleman, we are living in times, where power corridors have been thoroughly sanitised of intermediaries, liaison agents who are policing our governments. For the first time our Civil Service is equipped and their hands are not tied and are playing with full power.
